In 1966, five years prior to the formation of the UAE, the Emirate of Abu Dhabi established the Water & Electricity Department to provide safe and reliable supplies of water and electricity for delivery to consumers in order to promote the social and economic development of the Emirate of Abu Dhabi. Over a period of three decades, the demand for water and electricity had increased and forecasts were predicting future shortfalls in the supply of water and electricity. These forecasts coupled with ever-increasing costs for operations and maintenance activities prompted the Government of Abu Dhabi to look for alternatives for further investment in the industry and to provide the society better.
About Ruwais

Al Ruwais

Al Ruwais is a town located some 240 kilometers west of Abu Dhabi city. The Ruwais industrial and housing complex has been developed by ADNOC Abu Dhabi National Oil Company (شركة بترول أبوظبي الوطنية‎) or as a major contributor to the national economy and represents a series of multi-million-dollar investments by the company. The Ruwais story began in the 1970s, when plans were laid to transform a remote desert site into a self-contained industrial town, geared to fulfilling the downstream requirements of Abu Dhabi's booming oil and gas industry. Centered around Takreer's Ruwais Refinery, the complex was officially inaugurated in 1982 by Sheikh Zayed bin Sultan Al Nahyan, the late President of the UAE and Ruler of Abu Dhabi, and the visionary behind Abu Dhabi's remarkable development and prosperity. Once a small fishing headland from which a handful of people scratched a seasonal living, Ruwais today is one of the most modern industrial complexes in the Middle East. In addition to the original 120,000 barrels-per-day refinery, which was expanded in 1985 with the commissioning of a 27,000 b/d hydro cracker complex, major facilities at Ruwais include a natural gas liquids fractionation plant operated by Abu Dhabi Gas Industries Ltd (GASCO), a fertilizer plant run by Ruwais Fertilizer Industries (FERTIL), a marine terminal and a sulfur handling terminal. Industry needs people and so Ruwais has also been developed into a model 'new town' with a population of several thousand. The Ruwais Housing Complex, covering an area of six square kilometers, is located 10 kilometers away from the industrial plants. In line with ADNOC'S policy of offering staff and their families all modem amenities, comfortable air-conditioned housing units are set in beautifully landscaped grounds. The complex has its own shops, schools, banks, mosques, clinic and hospital, and a wide range of sporting and leisure amenities including a beach club and an 'in-house' TV and video station. S3 Power Plant is operated by Shuweihat Asia O & M Company which is a 55% : 45% joint venture by Korea Electric Power Corporation of Korea and Sumitomo Corporation of Japan respectively.

With the intention to provide secure, safe and reliable supplies of water and electricity and to encourage private sector investment, in early 1998, ADWEA (now TAQA) embarked on the privatisation of the water and power industry. The privatisation program will encourage private sector investment, create new employment opportunities, accelerate economic and social development. In the process, the ADWEA (now TAQA) has formed eight (8) private sector companies in Abu Dhabi & Fujairah, with different multinational companies engaged in the production of water and power. One plant at Umm Al Nar, three plants in Taweelah, two plants in Shuweihat and two plants in Fujairah.

Even with the establishment of eight (8) private sector power plants in the Abu Dhabi Emirate, the demand for electricity is increasing and with the view to meeting with the increased demand of power, it has been decided to commission one more project in Shuweihat, Western Region Muncipality, Ruwais aiming that the new project will produce and supply any thing around 15% of the power requirement of the Abu Dhabi Emirate. The outcome of this intent is the 9th power plant which is called as S3 power plant or Shuweihat Asia Power Plant with joint participation of Sumitomo Corporation of Japan and Korea Electric Power Corporation of Korea. S3 power plant is producing 1600 MW of power. TAQA holds 60% in this plant as local investor and Sumitomo and KEPCO hold 20.4% and 19.6% respectively.

This S3 Power Plant is operated by Shuweihat Asia O&M Company which is 55% : 45% joint venture by Korea Electric Power Corporation of Korea and Sumitomo Corporation of Japan respectively.

Shuweihat Asia Power Company (called as S3 Power Plant) is managed by Executive Managing Director who is ably assisted by a team of professionals and technocrats. The plant has commissioned its full commercial operation in July 2014.
